Andrew Cuomo’s reopening plan began to allow stores in malls in the mid-Hudson region to resume operations at limited capacity on Tuesday. In-store shopping is permitted in malls in Westchester, Rockland, Putnam, Dutchess, Orange and Sullivan counties, but customers are only permitted to enter stores with their own external entrances.
Stores inside malls without exits – such as non-anchor stores – must continue to only offer curbside pickup during Phases 1 and 2 of reopening, according to New York state. Restaurants and bars in malls are allowed to reopen for outdoor dining and curbside pickup only.
