Utica Man Sentenced for Role in Ulster County Drug Trafficking Organization

ALBANY, NEW YORK – Defendant, Allen McGraw, a.k.a “Snoop”, age 46 of Utica, New York, was sentenced on August 21, 2026 by United States District Judge Mae A. D’Agostino to 24 months in federal prison to be followed by a term of three years of supervised release. The sentence stems from his conviction of possession with intent to distribute cocaine. McGraw previously admitted to possessing with the intent to distribute cocaine on September 25, 2024, and for being responsible for the possession with intent to distribute between 100-200 grams of cocaine as part of the drug trafficking organization.

The announcement was made by First Assistant United States Attorney John A. The Centers for Disease Control and Prevention on Monday said it would not include two measles-associated deaths in Pennsylvania in the federal agency’s weekly outbreak update, explaining it is still investigating the cause of the deaths.

State officials have said there were two measles-associated deaths in Lancaster County last week. The county coroner confirmed one of those deaths was not due directly to measles, saying a newborn infant died from a ruptured spleen shortly after birth. The Pennsylvania Department of Health said there was a second reported measles-associated death, but has offered almost no detail on it so far, making it unclear whether the death was caused by measles or not.

....."Today, we see the consequences of a lack of immunizations in the first measles-associated deaths that our commonwealth has seen in 35 years," Shapiro said Tuesday alongside Dr. Debra Bogen at Penn Medicine Lancaster General Health Hospital........

.....Kennedy suggested Shapiro was weaponizing the fatalities to pressure residents into getting vaccinated without evidence that the two individuals died directly because of measles. The HHS secretary accused Shapiro’s office of shattering tradition and violating “standard public health policy by refusing to share information with the County Health Department or CDC.”

The Village Board of Trustees will convene on Tuesday, September 2, for a regular meeting headlined by a public hearing on Local Law Introductory No. 10 of 2026, a proposed zoning text amendment that has drawn significant community engagement since the board first took up the issue this spring.

Farm animal regulations dominate the agenda

Local Law Intro 10 would amend Chapter 230 of the Village Code to clarify what animals residents may keep and under what conditions. The draft law, developed over multiple work sessions with the village planner and village attorney, would permit the keeping of chickens and ducks — but prohibit roosters, pigeons, geese, and swans — on residential properties. The number of birds allowed would scale with lot size, ranging from five on lots under a quarter-acre to 20 on lots larger than an acre. All birds would need to be kept in enclosures set back at least 25 feet from property lines in the R-5 and RB districts, and 50 feet in all other districts.
