As painful as it is to admit it, there are two colorable arguments against impeaching Gov. Andrew Cuomo. The first is that the best remedy for bad politicians is the ballot box. A better argument, though, is that as hard as it might be to believe, Empire State residents could have it worse. They could be living under the feckless rule of Gov.
