Will this include the winter months when I leave my wife in the car with the heat on? Isn't it kind of energy inefficient to shut off the engine for a less than three minute stop? How will the police enforce this? Watch a car when they could be somewhere else? $250 fines are a good way to come up with cash when you have so many projects I guess.
