REVIVED BILL COULD SPEED UP DEVELOPMENT IN WESTCHESTER AND.....SPONSORED BY DEMOCRAT AMY PAULIN

EXCERPT---The bill, known as A831 sponsored by Assemblymember Amy Paulin, D- New Rochelle, would prevent municipalities from making arbitrary zoning amendments during the planning process.

This six-year pilot program would apply to Westchester, Rockland, Putnam, Orange and Dutchess counties. The proposal requires municipalities to provide compelling evidence for zoning changes to applications that have already completed a survey or environmental assessment. Justifications for changes include alterations to laws or newly discovered information in applications that might pose a risk to public health and safety.
