GAZETTE, ISSUES REMAIN FOR CROTON EMS

GAZETTE, 6/14-6/20/12 CROTON PREPAREDNESS CHIEF: ISSUES REMAIN FOR CROTON EMS; SOME HIGHLIGHTS:
-Croton EMS was spun off from the Croton Volunteer Fire Department four years ago; the intent was two fold - to increase ranks of ems volunteers who were not interested in also training as firefighters and
-to allow for the billing of insurance companies for provided services.
-A year ago next month, in response to a dwindling number of volunteers, COH trustees approved retaining a paid EMT to provide service 12 hours a day on weekdays.
-Despite this, according to Richard Nagle, Croton's director of emergency preparedness, Croton EMS remains "a fragile service".

6/14/12 GAZETTE ARTICLE, YACHT CLUB BULKHEAD REPAIR, REPLACEMENT

The 6/14/12 Gazette article - CROTON ADVISED OF BULKHEAD'S ADVANCING DETERIORATION -  Highlights only; to read the entire article, pick up your copy of THE GAZETTE on sale just about everywhere in the village:

-Trustees, representatives of the yacht club, and Ocean and Coastal Consultants met at a work session last Monday night; specifications should be ready for release to contractors by the end of July
-Board was advised by O&CC that the recent discovery of sinkholes mandates that the project move forward (Editor's note: see 4/30/12 email from the Croton Yacht Club to the board notifying them of the sinkholes AT http://everythingcroton.blogspot.com/2012/06/sinkholes-at-bulkhead-croton-yacht-club.html)
-Replacement tentatively scheduled to begin in the fall. Bids would have to be reviewed before awarding of contract.
-Village trustees maintain that the replacement of the bulkhead is Croton's responsibility, as the property owner, and is not tied to how much compensation it receives from the club.
-Just under 90 feet of the original bulkhead was replaced by the club in 1990.

SINKHOLES AT BULKHEAD, CROTON YACHT CLUB--UPDATED

Pasted below is formal notification to the village by the Croton Yacht Club regarding the bulkhead
April 30, 2012 To: Village Board of Trustees
Copy to: Abraham Zambrano, Village Manager
Subject: Bulkhead Sink Holes
The Croton Yacht Club (Tenant) is making formal notification to the Village of Croton (Landlord) of conditions recently discovered relating to undermined conditions along the western bulkhead (retaining wall). As a result of the  deteriorated condition of the over 50 year old bulkhead, erosion of upland soil and fill material has occurred and continues toadvance along the shoreline and underneath the concrete cap and sidewalk. After noticing a small sink hole at the North West corner of the bulkhead, a detailed inspection of the site on 4/27/12 revealed a void approximately 28’ x 11’x5’ in size under the sidewalk and concrete cap (see attached photo). This discovery prompted the Yacht Club to conduct test borings along the entire western bulkhead perimeter in order to determine if similar voids exist. Our test results revealed that additional significant voids exist at four other locations (see attachments) along the bulkhead and in areas where prior mitigation efforts have been undertaken. The results of this effort and supporting documentation attached only reflects our findings at these designated test sites and does not dismiss the possibility that other similar or more serious conditions may exist in other locations. The Yacht Club has taken the precautionary action of isolating the perimeter of the western bulkhead with “Caution” tape to prevent public access until such time as the Village performs its own evaluation and provides direction to the Yacht Club. Since restricting public pedestrian access may not be in accordance with our lease agreement, we are asking for your written consent within five days that the precautionary action we have taken is appropriate and adequate under the circumstances. As always, the Yacht Club is committed to being of service to the community and we await your direction and guidance on this development.
