After some 40 years in the hobby, I'm convinced that the cheapest, easiest, most weed-free, most solid, and most easily reconfigured base for your trains is a roadbed made from pressure-treated 2"x6"s.
For a long time I saw this mostly in conjunction with railroads that were raised on posts, but in interacting with readers whose circumstances ruled out using posts, I realized that the roadbed has many applications all by itself.
