EXCERPTED According to the DOJ, the suspects fraudulently obtained over $4 million in Medicaid reimbursements from January 2020 to March 2025. They were charged with superseding indictments of conspiracy to commit wire fraud and healthcare fraud, as well as conspiracy to pay healthcare kickbacks.
48-year-old Muhammad Zishan of Albany County, 34-year-old Madiha Javed of Rensselaer County and 20-year-old Ghazali Shaikh of Warren County were also accused of unlawfully managing a taxi company called Latham Taxi Inc. as a Medicaid transportation provider. The trio fraudulently obtained around $660,000 in Medicaid reimbursements from January 2020 to February 2025, officials said. Charges included conspiracy to commit wire fraud and healthcare fraud, conspiracy to pay healthcare kickbacks, conspiracy to falsify trip data and more.
“These taxi providers preyed not only upon vulnerable New Yorkers but on the American taxypayers, abusing a system intended to ensure beneficiaries are able to have safe, reliable transportation to and from healthcare appointments,” Sarcone said.
