--NEWBURGH, Richard Herbek has resigned, according to his lawyer.

--Herbek had arrived for work shortly after 11 a.m. Thursday, leaving briefly to transfer a load of boxes from his office to his Newburgh condo.

--The City Council will meet at 7:30 p.m. Executive session.
