The latest venture at Croton Point Park involves solar panels over the parking lot (see here). This reminded the reader about the methane energy plant and the fish farm proposals of years ago. Got anything?

Response: Let it suffice to say that studies were undertaken, money was spent, and the tilapia fish farm went nowhere; ditto for the landfill gas producing energy system...suggest you start with local print media archives and the NYSDEC website.
