New York CCA Study Ordered by PSC, Awarded After Program Ended, Due This Week

ALBANY, NY (April 27, 2026) — A state-ordered evaluation of New York’s electric Community Choice Aggregation program is scheduled for delivery this week, nearly five months after the state’s final electric CCA program ceased operating on Dec. 1, 2025.
The New York State Public Service Commission (PSC) directed that the study be conducted in an order issued Nov. 19, 2024, calling for an evaluation of whether CCA programs were meeting their intended goals and whether the program should be improved, continued, or discontinued.
Records obtained through a Freedom of Information request show the study was not put out for bid until Oct. 30, 2025, when the New York State Energy Research and Development Authority (NYSERDA) issued a mini-bid solicitation to pre-qualified contractors to conduct the evaluation.
