A reader vaguely recalls an article in which only "white people had to wear masks????"

Response: It's more than likely this one--sorry but we don't know if this was ever legally challenged etc.  Additional questions should be directed to the media sources cited. NY POST/ JUNE 23, 2020, Oregon county issues face mask order that exempts non-white people; Lincoln County, Oregon, has exempted non-white people from a new order requiring that face coverings be worn in public — to prevent racial profiling.  READ MORE HERE.
