As many of you, Lenore Ulric lived in Croton for many years. Prior to her arrival in the village, however....

The Lenore Ulric House -- No. 254 W. 75th Street

EXCERPTED: As her fame and popularity grew, so did her fortune. She purchased the house at No. 254 West 75th Street. It was the beginning of the end of the quiet times for the brick and stone residence.

Just as her fame and popularity increased her fortune, so too it increased her ego, temper and disposition. By the 1920s she was a top draw for Belasco. The New York Times would call her “an actress whose name in white lights blazing on a playhouse marquee was always more compelling of attention than the attraction in which she was appearing.”

Lenore could play a wide range of roles—in “The Heart of Wetona” she played an Indian maiden; in “Tiger Rose” a French Canadian heroine; she played a Chinese girl in “The Son-Daughter;” in “Kiki,” one of her trademark roles, she played a street urchin in Paris; and in “Lulu Belle,” she was a mixed-race adventuress. But particularly she was known for her roles as hot-blooded, fierce tempered women. IN THE NEWS: SOLAR, TREE LAWS, LOOKING AT THE YORKTOWN PUBLIC'S REACTION

YORKTOWN HEIGHTS, N.Y. - Opponents of a proposed solar law got in front of the issue last week, making their objections clear to the Town Board before it even had a chance to review a final draft of it.....HIGHLIGHTS ONLY....

Moskowitz, a member of the town’s Advisory Committee on Open Space:  My conclusion after reading the solar law is that it only does one thing: It’s in the aid of the interest of a corporation in Colorado that wishes to scrub clean 29 acres of forest because that’s a convenient way to install their panels.”  But to do so, he said, “These 29 acres are on residential-zoned property,” declaring, “This is an outrage.”

REMEMBERING ROD SERLING

Who died this date in 1975...Rodman Edward "Rod" Serling (December 25, 1924 – June 28, 1975) was an American screenwriter, playwright, television producer, and narrator known for his live television dramas of the 1950s and his science-fiction anthology TV series, The Twilight Zone. Serling was active in politics, both on and off the screen, and helped form television industry standards. He was known as the "angry young man" of Hollywood, clashing with television executives and sponsors over a wide range of issues including censorship, racism, and war. Acquired from the Kaufman family in 1996, the parcel is zoned for residential. Any house would need a new septic system and the parcel has some drainage issues. For those who don't know, Burke was an American actress, famous on Broadway and in early silent film, but is primarily known to modern audiences as Glinda the Good Witch of the North in the movie musical The Wizard of Oz. 

She was nominated for an Academy Award for her performance as Emily Kilbourne in Merrily We Live and is also remembered for her appearances in the Topper series.

REMEMBERING WILLIAM S. HART

Who died this date in 1946--William Surrey Hart (December 6, 1864 – June 23, 1946) was an American silent film actor, screenwriter, director and producer. He is remembered as a foremost western star of the silent era who "imbued all of his characters with honor and integrity." (Click on the photo.) During the late 1910s and early 1920s, he was one of the most consistently popular movie stars, frequently ranking high among male actors in popularity contests held by movie fan magazines. AN IMPORTANT LETTER FROM DAN OSBORNE, FORMER CHAIR OF THE CROTON FINANCIAL SUSTAINABILITY COMMITTEE

The following letter was published in this week’s issue of the Gazette and is reprinted here with the permission of the author.

IS CROTON'S DEBT SUSTAINABLE?

To the editor,

I had the pleasure of serving as Chair of the Village of Croton-on-Hudson Financial Sustainability Committee (FSC) from July 2016 through April 2019. Through its first three years, the FSC interviewed, researched, investigated and reported to the Village our primary conclusions. These were:

1.Village debt levels are among the highest in the state and the Village Board should focus on ways to lower our debt burden. Stemming from that analysis the Village Debt Policy was unanimously voted on by the Board. The Debt Policy mandated the Village make best efforts to borrow less than what bonds get paid off each year. Over time, our debt burden would become more manageable. Since being enacted in 2017 the Village adhered to the Debt Policy the next two budgets but breached the debt policy this year.


2. Village Fees (Parking, Water) are among the highest in the region and the Board should do its best to maintain service levels while keeping costs to Village residents down. Last year the Village increased parking fees.

3. Village budget expenditures are growing faster than what should be considered sustainable and the Board needs to undertake a Village-wide review of its operations and capital plan. I don’t believe the Village has undertaken this review yet, though they may have a plan to do so in the future.

Our reports are on the Village website under Boards and Committees, Financial Sustainability Committee. Please have a look! FSC members took time away from family to create these reports. I’m very proud of my FSC colleagues and neighbors and I admire them greatly. We came from all sides of the political spectrum and while we may have disagreed on various issues but we worked well together. Most important, we were in lock-step on what the Village needed to do financially. Once examined the numbers don’t lie.

Asbury United Methodist Church Welcomes a New Pastor

Asbury United Methodist Church is excited to welcome our new pastor, Rev. Douglas Cunningham and his wife Becky Asedillo. Rev. Doug is the founding pastor of New Day Church in the Bronx, and was Pastor Melissa Hinnen’s mentor during her internship.

Rev. Doug is originally from Ohio where he received his BS. While studying for his master’s at Pacific School of Religion at Berkeley, CA, he met Becky who is from the Philippines and was also a seminary student there. When Becky returned to the Philippines, Rev Doug chose to relocate to the Philippines where he served as a missionary intern, missionary, and Co-Director of the Church of Coalition for Human Rights.

Rev. Doug and Becky have two adult daughters—one who is married and one who will be married in July. Both of his daughters have also gone to seminary.

Rev. Doug has a rich background as an Elder in the New York Annual Conference, having served four churches – two in Baltimore and two in Brooklyn-- in addition to New Day Church. Rev. Doug will begin his ministry at Asbury on July 7.

SAGE ADVICE FROM CAROLYN WHITING, THIS WEEK'S GAZETTE, PROPOSED RE-ZONING

To the Editor,

I am confused by conflicting information I have received about the potential development of the Katz property. The results of the Village’s survey about what residents would like to see at that property were just released this past week and yet through the FOIL request of resident Rosann Schuyler, Croton United has obtained the Village Zoning Working Group’s February 21, 2019 review of detailed plans and schematics for the housing development of that property. It is possible that the plans were created by the previous owners of that property but how is it possible that the Village is even considering working with such detailed housing plans prior to knowing what the residents would like on that property? Are they also reviewing potential plans for a community center, or a senior center, or active recreation such as tennis, handball, basketball, or pickleball courts, or leaving the property as is to continue to give the Village a more rural feel vs an over-developed urban feel?

On the survey, the Village gave residents several choices for housing and the additional choices of “Don’t know” and “other” for the Katz property. 10% of respondents chose “Don’t know” while a whopping 48% chose other. Clearly the majority of residents do not support housing on that property. Perhaps residents are concerned that the Village is squandering some of the last available public space for housing instead of public use.

When asked about potential additional housing in the overall Municipal Gateway area, a super majority of 67.98% of respondents said no to new housing options. It is time for the Village to listen to the residents and rethink the development of the Katz property and additional housing in the entire gateway area.

On a side note, as for the new apartments in Harmon, they are yet to be completed and no new residents have moved in. It should be obvious to all that we cannot possibly determine the impact of zoning changes on Harmon and the greater village until all units are rented and any additional units allowed are built and rented. Walk before you run.

SUMMATION 6/18/19 VILLAGE RE-ZONING WORKSHOP

ICYMI: The village's zoning public workshop was held on Tuesday evening at the Harmon Firehouse. The mayor opened with some remarks, then the zoning consultant did a presentation, about 30 minutes, reporting on the results of the community survey. After that, there was a short break, and the attendees were asked to break into small groups to discuss any further development ideas. The groups were focused on either the Municipal Place Gateway, or the North Riverside Neighborhood. After another forty five minutes or so, there was a reporting period. 

From one personal perspective: there was no real enthusiasm for development in the North Riverside corridor. People expressed concerns about parking, congestion, density and views. There was more diversity of opinion about developing the Katz property, but the conversation seemed divided on that. I was in a group that discussed the gateway, and the group members did not like the idea of developing Katz. More than one group expressed that more data was needed before any zoning changes should be undertaken.

The format makes it difficult to synthesize more in terms of takeaway, since the discussion was among small groups, not the larger crowd.

The consultant will be making zoning change recommendations to the board, and the themes they stressed were: a. no change to the 35 foot height limitation, but changes to allow three stories where two are now the limit; b. preference for all-residential or mixed-use; c. making changes that reflect the "current reality" of zoning, i.e., creating a new district to overlay on Brook Street called "RD" (residential district) that will allow those property owners to come into conformance with zoning (i.e., they will no longer be pre-existing nonconforming, which will allow them to make upgrades to the buildings without zoning board involvement).
