Good morning,

At the October 1, 2026, Cannabis Control Board (CCB) meeting, the CCB passed Resolution No. 2026-76 approving the adult-use cannabis nursery license and announced the opening of the first application window on November 5, 2026.

The Nursery License permits a business to produce, package, label, and distribute cannabis seeds, clones, immature plants and other agricultural products used for cannabis cultivation. Nursery licensees may sell these products to eligible State-licensed cannabis businesses, including cultivators, microbusinesses, cooperatives, Registered Organizations (ROs), Registered Organization Non-Dispensing (RONDs), Registered Organization Dispensing (RODs), and other State-licensed cannabis nurseries. Nursery licensees may not sell directly to consumers.

The first application window will accept 50 applications for review, which will be considered in the order they are received. Once the first 50 applications have been received, additional applications will not be considered during this round and the application fee will be returned. OCM anticipates additional nursery application windows in the future.
