As a corporate leader, I’ve learned that the perception of a conflict of interest can be as damaging as the conflict itself. In many organizations, if there is a reasonable basis to suspect a conflict might exist, those involved are expected to correct the situation or face disciplinary action, even termination, regardless of whether any actual misconduct occurred.   1. Registered Independent here. If you don't see conflict of interest in the Pugh-Harckham-Ulaj triad, then you have blinders on. I aim to give everyone a fair shot, but when I learned that Pugh was chief of staff to Harckham, the red flags started waving. Not because of Harckham as an individual, but because of how difficult it would then be to separate the needs of New York State (and the resulting actions) from the needs of Croton-on-Hudson (and the resulting actions). They are not going to be the same needs because of population alone, and therefore shouldn't be the same actions.
