2015 TOUGHMAN CLOSURE OF ROUTE 9/9A, WHO SIGNED OFF ON THE CLOSURE
BACKGROUND: In a Sept. 2015 LOHUD article on the Toughman, Mayor Wiegman made the following statement among others: "Mayor Leo Wiegman said the village has no control over the event because the state Department of Transportation has given Toughman permission to close the state highway." You can read more about that article here http://www.crotonunited.org/blog-n/2015/9/2/real-toughmen-dont-pass-the-buck
Please take a moment to read the following letter BELOW from Richard Nagle. It is in the 10/22/15 edition of THE GAZETTE; the documents obtained through freedom of information tell a very different story:
To the editor:
In the past I have blamed Dr. Richard Izzo from Rye Brook, NY for the traffic disruptions caused by the "Toughman, Inc." event that closed down 14 miles of southbound Rts. 9/9A to accommodate the bicycle portion of his annual race. Well, I was wrong. Dr. Izzo did everything that the DOT required in order to get a Special Use Permit (PERM 33a) to shut down the road. After receiving copies of his permit from the DOT (via FOIL) I saw that the elected officials in each affected municipality had signed off, or had their subordinates sign off for them, on the permit application.
So, next year, should the DOT issue the permit again and you are stuck in traffic or lost in confusing detours, remember to blame the following elected officials (or in some cases, their predecessors) who gave their "local consent" to closing Rts. 9/9A: Frank Catalina, Mayor of Peekskill; Linda Puglisi, Supervisor, Town of Cortlandt; Leo Weigman, Mayor of Croton on Hudson; Susanne Donnelly, Supervisor, Town of Ossining; Victoria Gearity, Mayor of the Village of Ossining and Lori Sullivan, Mayor of Briarcliff Manor.

THE ISSUE OF ETHICS: A LETTER FROM JOEL GINGOLD, CROTON UNITED
FROM THE CROTON UNITED FB PAGE: THE ISSUE OF ETHICS - This letter by Croton United's Joel Gingold was published in this week’s issue of the Gazette.
To the Editor,
The honesty and integrity of our elected officials matter. They matter a great deal.
As with any effective leader, there were those who disagreed with some of the actions Greg Schmidt took as mayor. But never, ever, did anyone question his honesty, his integrity, or his ethical behavior.
By contrast, Mayor Leo Wiegman has a long history of well documented instances in which he has lied to the public, as well as to his fellow board members. In addition, he falsified his time records (also well documented) in order to force Croton taxpayers to pay over $22,000 for his health insurance, adamantly defended his “right” to these benefits, and only relented when public pressure became too great for even him to withstand. Croton United would be pleased to provide anyone who doubts this with full documentation.
And with his becoming Executive Director of Sustainable Westchester and his ownership of the Croton Energy Group, there is at least the appearance of conflicts of interest if not actual conflicts themselves.
But, of course, Mayor Wiegman rarely loses his temper, so, according to the Wiegman Dems, that makes all of these actions perfectly OK.
And what were the reactions of Trustees Andy Levitt and Maria Slippen when the mayor’s actions were exposed? At best, total silence, and at worst, support for the mayor, which only encouraged him to commit further breaches of the public trust. DON DAUBNEY ON POLLING PLACE ACCESS: VILLAGE BOARD CHOOSES NOT TO MAKE ACCESS TO THE BALLOT FOR ALL RESIDENTS A PRIORITY
From the Croton United FB page--read below--see photos at links--an important letter from Don Daubney.

CONCERNS ABOUT ACCESS TO POLLING PLACES--Don Daubney has sent this letter to the Gazette, expressing his concerns that construction work and lack of parking at two major polling places will hinder access to the ballot on November 3, especially among seniors and people with mobility limitations. We think Don offers a great solution to the problem.
To the Editor:
Three of Croton’s election districts vote at the Municipal Building and two districts vote at the Grand Street Firehouse. Both of these buildings are currently under construction and I am very concerned that many people, especially seniors and people with mobility limitations will be either unable or unwilling to vote at these locations on Election Day this year. That isn’t something that we as a community should accept.
Parking at the Municipal Building is limited or nonexistent, and a huge temporary cell tower restricts access to the only handicapped-accessible entrance to the building. In addition, a trench several feet deep has been dug across the entrance to the Grand Street Firehouse, impeding access there. According to the Westchester County Board of Elections, however, the village believes both locations are fine to use as polling places. I disagree.
The Croton Harmon High School is only blocks away from both of these locations. It has been used as a polling place in the past. The gymnasium is large enough to accommodate all of the election districts that vote at both of the other locations, and offers both unimpeded accessibility and on-site parking. School is closed on Election Day so no students will be in the building. I believe that this year, due to the problems associated with access and parking at both of the other locations, the high school should be used as a polling place. I’m disappointed that our village board, which should be doing everything it can to encourage resident participation in the electoral process, has not chosen to make access to the ballot for all residents a priority.

TONIGHT'S BD. MEETING; NOT SURPRISED; NO PUBLIC INPUT ON SUNSET PARK CHANGES
Many thanks to FELIZ QUINLAN for bringing this to everyone's attention: SUNSET PARK - A new playground contract for Sunset park is being
awarded TONIGHT (Monday, 10/19) at the Croton Village Trustee Meeting.
As far as I know, little to no feedback has been solicited from
residents regarding the redesign of the park. The wooden structures will
be replaced with plastic material similar to Duck Pond. If this is
true, the park will lose its current charm and character that we have
grown to know and love. Please 1) WRITE A LETTER to the mayor and Trustees
and 2) ATTEND the meeting at 8pm tonight at the Municipal Building on
Van Wyck tonight to voice your displeasure and ask for an opportunity to
review the proposal and offer feedback. Once the contract is awarded,
there will be no turning back without a great expense to the village.
Let's get this right upfront.

Here is a sample letter from concerned citizen, Jennifer Pifer. Feel free to copy and paste into the email that you send to the Trustees:
SUNSET PARK
A portion of my letter to the Mayor and Trustees. Feel free to use and or all of this for your own email: I am writing to urge you to vote, "NO" on Monday, 10/19 on authorizing the Village Manager to award the bid to Playpower LT Farmington, Inc. in the amount of $138,027 for new playground equipment at Sunset Park. I am aware that other members of our community have voiced their concern over the aesthetics of the proposal. I too am worried that the proposed structures will not blend as seamlessly into the neighborhood as the current playground does, and that the new structures will not be built with natural materials. Furthermore, I am disappointed in how difficult it has been to find any information about the proposed project.
After searching: all of the Village Newsletters for 2015, the Projects and Initiatives tab, the Recreation Brochure, Planning Board Minutes, links for the Village Manager and Recreation and Parks pages, the Mayor's corner and the "search" function on the Village website, I was unable to find any information regarding the proposed upgrades to Sunset Park (or for that matter the already completed updates to Duck Pond Playground). Based on how little is known about this plan, I urge Village Trustees to vote, "NO" and to actively solicit input from members of the community especially those who live along the loop surrounding the park so that the park is both up to code and maintains the "feel" of the park as we know it today.
EDITOR'S NOTE:

& NOW A GAZETTE LETTER FROM MARK FRANZOSO
Welcome to Everything

The following letter in last week's Gazette from Mark Franzoso is re-printed below.
The following letter in last week's Gazette from Mark Franzoso is re-printed below.
October 13, 2015 - Dear Editor,
I love when election time rolls around how the local community is bombarded with letters to the editor every week. The current Mayor and Village Board are doing a very good job this time touting their accomplishments while their opponents are campaigning for change and a better future for Croton. Question: Where have the Mayor and Village Board been all year and why are they surfacing now? I think it's great that Village Officials keep us informed but I find the recent bombardment more than a little suspect. I guess they feel they need to pen letters so that voters know they are still here.
I'd like to take this opportunity to respond to Croton Trustee Ann Gallelli's letter to the editor this past week in the Gazette. While I agree that Harmon has perked up a little since Dom's moved into the old Croton Dodge building, I disagree with her smokescreen and spin comment that credits the village for spending $500,000 on litigation to institute a zoning change that made that happen. New businesses are coming in because the economy is improving, not because of expensive and litigated zoning changes.
I also find it unbelievable that Trustee Gallelli declared she was happy to be part of the group that pushed for the rezoning, because it was not long ago that she drove the lawsuit against the Exxon Mobil station, fighting over a canopy, which is now common place among gas stations. The reason she gave for fighting the oil giant in court was because it would block the views of the residences on Young Avenue. From memory, I believe that lawsuit cost Village taxpayers over $100,000. Now Gallelli believes it's OK to block views with this new half-million dollar zoning change which allows small commercial buildings like Sonny Abbot's, Eatalia, and Croton Podiatry to build two-story additions on top of existing buildings. Where's everyone going to park?
And as memory continues to serve me, if that same Village Board had its way at the time, there would be plenty of empty stores and 100 vacant “affordable” housing units in Harmon because no one was going to spend $2,000 a month on a rental apartment on a busy main street and live above a commercial business. This group had a distorted “vision” of placing 15 to 20 storefronts with two stories of apartments on top that stretched from the corner of Oneida to the corner of Benedict. With all the consultants and architectural renderings, I wonder what the cost to taxpayers was for this grandiose project especially since the Village hadn't even spoken to the property owners about their plans—everything was done on spec. On spec? That's no way to run the Village.
But the craziness didn't stop there. That same board also wanted to install a parking garage at a cost of millions of dollars to Village taxpayers even when the new blacktop hadn't cured yet from the parking lot reconstruction. Yes, dig up the parking lot and spend millions on a parking garage. Where's the logical thought process there? Along with this unrealistic vision of the future, they wanted to add retail stores at a time when not only The Harmon district had many vacancies but storefronts in the Upper Village were dark as well.
Yes, fellow Croton residents, election time is here and as a businessman, homeowner, taxpayer and real estate investor in the Village of Croton-on-Hudson, I'm ready for a change. I'd like to make a personal notation that I think Leo, Maria and Andy are nice people, I just don't think they have the business acumen to effectively run a municipality like Croton.
I'll be voting for change this coming November, I hope you will too. I am voting for Croton United Candidates Greg Schmidt for Mayor and Bob Anderson and Ken Walsh for Trustee.
Sincerely,
Mark Franzoso
